The paper discusses the possibility of smart thematic village development and presents results qualitative research aimed at determining why some villages are developing while others not. grounded theory approach was used for semi-structured interviews. This empirical study investigates four in Lithuania, which have an official status currently operating one non-developing village. structured (Strauss & Corbin, 1990, Corbin Strauss, 2015) employed to analyse collected data using open, axial selective coding techniques. built around core category (a critical success factor a village), i.e. weighed involvement actors activities context. main condition is context involvement. theming, digital solutions facilitate collaboration, communication, accessibility problem-solving various levels Thematic get involved only when they specific – Global, National, Local institutional, Village Community Individual. more favorable context, weighted benefits other stakeholders get, possibilities create sustainable development.
